Hugo asked Allen if the wish reward was as useful as he had thought. Maybe he could use that wish reward to wish for the revival of his family without any downsides and side effects.
Hugo was a Transcendent Realm Semi-Supreme Being so if he wanted to, he could easily go back in time to revive his family, especially his little sister and older brother.
